Directions
Whisk together all-purpose and cake flours in a medium bowl. Whisk in parsley, baking powder, sugar, garlic powder, baking soda, salt, and cayenne pepper. Add cheese; stir with fork until combined. Make a well in center of mixture; set aside.
Whisk together buttermilk and oil in a bowl; add to flour mixture. Stir with fork just until moistened; do not overmix. Drop dough into 14 mounds onto prepared baking sheet.
Bake for 14 to 16 minutes or until lightly golden. Remove biscuits from baking sheet; serve hot.
